Most people didn't have a chance to do anything and not all the schools had shelters. The whole experience must have been extremely frightening for the people involved, especially the children.

Sucks for the kids, having stupid parents though.

But 24 other people including 9 kids did die from this. So I'd say it was pretty bad.
