Most likely doesnt get kicked because there are no admins online at the time. Overseer needs to initiated by an admin and when the admins are afk/offline then the programme is shut down for obvious reasons.I think that may answer your query.

Not at all. Overseer scans continually, no matter who is online. The problem with this user is that it knows how to remove DB and has a dynamic IP address.
